Capacity Development Toolkit to Strengthen National Entities to Implement National Responses for HIV & AIDS, Tuberculosis and Malaria
This toolkit provides practical guidance on how strengthen institutional capacities for implementing national disease responses for HIV and AIDS, Tuberculosis and Malaria. It contains three inter-linked sections: Enablers is focused on the policy and legal environment for implementing disease responses; Implementation looks at the specific management capacities; and Process looks at how to facilitate a capacity development assessment, planning and implementation process. Each section contains guidance, tools and templates to support capacity development for better health outcomes.

The implementation section of the toolkit includes a range of functional capacities along with a transition section that outlines the process of transitioning to a national PR.
